The 4% general overnight rate, LaRouche has explained in a nationally circulated statement, is necessary "to keep funds inside the United States banking system," keep them from fleeing and finishing off the dollar in an uncontrolled collapse. Bank of England interest rates are far higher, and so are the British-manipulated rates of the European Central Bank. The dollar is set up for a collapse unless the Fed is made to act now. But a "second tier" of credit also has to be established, at a very low rate, selectively to target stimulating economic activity which increases employment and productivity. "We need a cheap line of credit from the Treasury, at 1-2% per annum, for growth--Franklin Roosevelt-style infrastructure and related investments--to stabilize and grow the United States' physical economy. "Otherwise, whatever it takes, get the Fed to raise the overnight rate to 4%, now--or forget the survival of the United States," LaRouche said.

The Aland islands (Åland in Swedish, Ahvenanmaa in Finnish) are positioned between eastern Sweden and southwestern Finland, about 65 miles east of Stockholm, Sweden. The islands were originally settled by Nordic peoples, today called Alanders. The Alanders were influenced by Swedish and Danish cultures in the early development of Scandinavia. Today, the Aland Islands are an autonomous and unilingually Swedish province of Finland. Aland is made up of over 6,500 islands and rocky outcrops covering 572 square miles. The largest island is called Fasta Åland (Main Island of Aland) where 90% of the population live. It extends over more than 70% of the total land area of Aland (see map on left). The population of Aland in the 18th century was about 11,000, inhabiting 80 of the islands. In 1905 there were some 22,000 inhabitants, living on 150 islands. Today just over 25,000 inhabitants live on only 65 of the islands. Nearly half the population live in Mariehamn, the only city in Aland. The smallest district, and also the smallest in all Finland, is the outer island district of Sottunga, with some 130 inhabitants. As far back as is known the Alanders have been Swedish speaking Nordic peoples, with their culture closely resembling that of Sweden, with local variations. During the 10th century, dense settlements began on the Main Island where large numbers of farmstead cemeteries and house foundations still exist (from the Viking era 800 - 1000 AD). Extensive trade connections were made with neighboring countries by the 11th century (see Viking routes), and the first traces of Christianity emerged. Aland's oldest churches were built during the 12th century. Aland and Finland became part of the Swedish Crown under King Olav during the 13th century. In the 14th century, Kastelholm Castle was built on the Main Island, a major center through the 15th and 16th centuries. Aland saw much conflict during the 17th and 18th centuries, forcing many inhabitants to Swedish and Finnish mainlands. Aland saw significant change in the 19th and early 20th centuries. The Aland Islands, with a fairly independent administration, belonged to the Kingdom of Sweden from the early 13th century until 1809, when Sweden was forced to relinquish Aland and Finland to Russia. The Russians quickly incorporated Aland with Finland. When the Russian Empire disintegrated, the League of Nations decided in 1921 that Finland should receive sovereignty over the Aland Islands, with Aland's heritage to remain. Finland had to guarantee the preservation of Aland's Swedish language, culture, customs and self-government. The decision was supplemented by a treaty between Finland and Sweden, known as the Autonomy Act, which gave Aland autonomy, demilitarization and neutralization. Alanders soon elected a parliament, and their first session was held on June 9, 1922, which date is now celebrated as "Aland Autonomy Day." The name was also used with the establishment of Zimbabwe-Rhodesia in 1979. After a brief return to colonial status as Southern Rhodesia from 1979 to 1980, the country became the independent nation of Zimbabwe in April 1980. The country is landlocked and located in southern Africa. Predominantly white Settler Governments governed the country until 1979, initially as a self governing colony then, after the Unilateral Declaration of Independence as a self-proclaimed sovereign Dominion and latterly a Republic. The colony was named after Cecil John Rhodes, whose British South Africa Company acquired the land in the nineteenth century. The colony gained international recognition of its independence in 1980 as the Republic of Zimbabwe. Before 1964 the name "Rhodesia" referred to the territory of modern Zambia and Zimbabwe. The British government adopted a policy of No Independence Before Majority African Rule (NIBMAR), dictating that colonies with a substantial population of white settlers would not receive independence except under conditions of universal suffrage and majority rule. The European minority Rhodesian Front (RF) government, led by Ian Smith, opposed the policy. The British Empire ruled over the self-governing colony of Southern Rhodesia until negotiations between Smith's government and the UK government broke down in 1965. Smith's government declared the country independent from British rule on 11 November 1965 in what became known as UDI (Unilateral Declaration of Independence). Smith sent a telegram notifying British Prime Minister Harold Wilson at precisely 1 p.m. local time (11 a.m. in London) on 11 November, at the precise moment that the UK started its traditional two minutes of silence to mark the end of World War I and honour its war dead. The not-so-hidden message to "kith and kin," as Smith put it, recalled Southern Rhodesia's assistance and allegiance to the UK in its time of need in World War I and II. British High Commissioner John Baines Johnston, who disliked Smith, cleaned out the High Commission building of all official documents and left Rhodesia. Smith gave strict instructions to his government not to harm the High Commission building in any way, much to Johnston's surprise. The international community condemned UDI. The United Nations Security Council authorised the first use of sanctions, targeting Rhodesia at the behest of Britain, beginning in 1965 and lasting until the restoration of British rule in December 1979. The terms of these sanctions forbade most forms of trade or financial exchange with Rhodesia. However, not all members of the international community adhered to the sanctions. South Africa, Portugal, Israel, Iran and some Arab nations helped Rhodesia in various ways. In the case of the U.S., the 1971 Byrd Amendment allowed the importation of chrome, ferrochrome and nickel from Rhodesia.[1] Rhodesia evaded sanctions in the short term but few outsiders invested in Rhodesia after the sanctions.
